A sitemap
All but the most basic of websites will benefit from a sitemap. This gives the user an idea of their location within your site, the extent of your site, what else is on your site, and possibly even a way of navigating around your site.
A sitemap can take many forms. It could be a flow chart of screens, a hierarchical arrangement of buttons or text, or a graphic that describes your site.
On this website there is a 
text sitemap(1) optimised for fast downloading and for compatibility with screen readers.
A sitemap that also reflects the cultural interests of your organisation could be really effective if done well. For example, use shirt buttons as elements on a sitemap belonging to a costume gallery. These would have to be scanned in as graphic elements, but any Web designer should be able to handle this.
